The rules for rounding to the nearest 1000:
  1. If the values in the hundreds, tens and ones column are 499 or less, round down. (EXAMPLE: 3499 rounds down to 3000.)
  2. If the values in the hundreds, tens and ones column are 500 or more, round up. (EXAMPLE: 3500 rounds up to 4000.)
